The September 11, 2001 terrorist attacks on America changed the concept of public safety for governments and individuals, as well as the way that budgets are allocated and personnel are trained. Homeland security requires unprecedented cooperation among city, state and federal administrations, law enforcement and public health agencies, as well as businesses, faith-based organizations and local residents. However, such efforts must balance the threat of terrorism with the day-to-day public safety needs of the city and region.
